SUMMARY
Senate Bill 281 appropriates $27,146.5 million from the general fund to various state agencies
and other governmental entities for the purpose of funding capital projects statewide.
FISCAL IMPLICATIONS
The appropriation of $27,146.5 million contained in this bill is a non-recurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year
2011 shall revert to the general fund.
Based on Legislative Finance Committee assumptions, the projected non-recurring general fund
amount available in 2007 is approximately $500 million.
SIGNIFICANT ISSUES
Senate Bill 281 contains all the capital outlay projects vetoed by the governor following the 2006
Legislative Session with the exception of three appropriations made for operational purposes.
