SUMMARY

Synopsis of Bill

Senate Bill 276 amends Sections 9-4A-1 through 9-4A-20 NMSA 1978, the Cultural Affairs De-

partment Act, in addition to Section 18-3-1 to revise the legal names of two divisions of the Mu-

seum and Monument program of that department.

FISCAL IMPLICATIONS

*Senate Bill 276 carries no fiscal impact. If enacted, it would revise the legal names of the Mu-

seum of Fine Art, and the Museum Services divisions.

The names of these divisions would become the New Mexico Museum of Art Division and the

Museum Resources Division, respectively.

Enactment of Senate Bill 276 would incur one-time, minimal additional operating expenditures.

The department has stated that it intends to use all printed stationary and other materials prior to

orders incorporating the proposed name change. The department has materials on hand to create

updated signage for the Museum of Fine Arts, however, labor costs for manufacturing the sign

would be covered out of the division’s operating budget and accomplished by the Exhibitions

Department. Alternatively, the building where the majority of the Museum Services Division’s

staff is housed is already named the “The Center for Museum Resources." Finally, the City of

Santa Fe is now underway creating new way-finding signage and could incorporate this change

easily.

SIGNIFICANT ISSUES

The Cultural Affairs department states that the reasons that these name changes are necessary

are:

This name change comes as part of the process of cleaning up details resulting from the

reorganization of the Department of Cultural Affairs and the subsequent decentralization

of the Museum of New Mexico. As a result, the Museum of Fine Arts no longer has

“New Mexico" identifying it as the state of New Mexico art museum.

Deleting the word “Fine" is a matter of updating out-of-date terminology.

•

The New Mexico History Museum will be opening its doors in 2009. Uniformity of the

names for the two downtown state museums seems advisable.

Historically the Museum of Fine Arts has had numerous different names since its found-

ing in 19l7.
