SUMMARY
Synopsis of Bill
Senate Bill 199 appropriates $600 thousand from the general fund for expenditure in FY08 to the
Public Education department for expenses for Santa Fe summer day camps.
FISCAL IMPLICATIONS
The appropriation of $600 thousand contained in Senate Bill 199 is a recurring expense to the
General Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the General Fund.

The LFC remains concerned with funding initiatives outside of the funding formula as it tends to
dis-equalize school funding and diverts funding away from core educational needs.
SIGNIFICANT ISSUES
The Summer Camp in Santa Fe initiative provides children in the Santa Fe community with day
care when school is not in session. The program will provide a summer camp for children with
an emphasis on school readiness. Emphasis is stated to be on providing literacy/language
development, arts, science and physical education.
PERFORMANCE IMPLICATIONS
The Public Education department states that the program will improve or provide:
School administrations’ relationship with bilingual parents.
A nutritional breakfast, lunch and snack
Collaborative efforts with community organizations.
ADMINISTRATIVE IMPLICATIONS
The public Education department has estimated administrative overhead in conjunction with this
appropriation at approximately $2,000 (two-thousand dollars).
TECHNICAL ISSUES
The Public Education department does not provide criteria on how participants would be
selected, their respective age groups, or which schools or districts are impacted.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
If not enacted, the Santa Fe summer day camp will not be funded through the State General
Fund.
