SUMMARY
Synopsis of Bill
Senate Bill 113 appropriates $250 thousand to the TD to host an International Indigenous Envi-
ronmental Film Festival to be held in New Mexico in 2008.
FISCAL IMPLICATIONS
The appropriation of $250 thousand contained in SB 113 is a non-recurring expense to the gen-
eral fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert
to the general fund. SB 113 is not part of the Executive Budget Request or in House Bill 2.
TD reports this bill has significant fiscal impact, requiring one additional operations and admin-
istrative managerial FTE estimated at $79.6 thousand per year.

SIGNIFICANT ISSUES
TD reports the department does not possess the expertise to develop, manage and implement an
international indigenous environmental film festival.
PERFORMANCE IMPLICATIONS
TD notes SB113 assists the department in recognizing the value of matching dollars and in-kind
contributed to tribes to promote joint Indian tourism activities.
ADMINISTRATIVE IMPLICATIONS
TD further reports the short term administrative effect of the passage SB113 on the Tourism De-
velopment Division will be significant if current staff was required to implement the bill as
stated. The Indian tourism program manager may have to discontinue significant daily duties and
program efforts to administer SB113.
TECHNICAL ISSUES
TD proposes EDD-New Mexico Film Office administer SB113, with their expertise and knowl-
edge of the film industry including the logistical requirements to implement a film festival. The
NM film office currently works with the film industry to promote and coordinate annual film fes-
tivals in New Mexico.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
The film festival will not receive funding through SB 113.
