SUMMARY

Synopsis of Bill

Senate Bill 54 appropriates $910,000 from the General Fund to the Regents of NMHU for

expenditure in FY 2008 to fund the Practice Makes Perfect (PMP) program to prepare secondary

students for the next grade level and for college.

FISCAL IMPLICATIONS

The appropriation of $910,000 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the

General Fund.

SIGNIFICANT ISSUES

According to PED, the proposed PMP program is building from the successes of the former

federal program (Gear-Up - Gaining Early Awareness and Readiness for Undergraduate

Programs). The model for the program consists of individualized curricula (Accelerated Math of

Renaissance Place, Sullivan Research Associates for Reading Comprehension and Science Fair

participation), diagnostic testing for accurate placement of students and frequent interim testing

to follow individual student progress. There are 23 rural school districts in northern New Mexico

that indicated their intentions to adopt the best practices identified within their former federal

program. There are four of the districts identified within this PMP project that may overlap with

the Higher Education Department’s GEAR UP project (re-funded for 2006-2012). Those districts

include Cuba, Dulce, Jemez Mountain and Pecos.

The PMP program will support up to 2,200 sixth grade students in the 23 districts (all sixth

graders are eligible but need to submit an application) in year one. The program uses a cohort

model that follows students from the 6th grade until they graduate from high school. NMHU has

recognized the value of this program and the successes it produces and requests funding to

continue.

This request was submitted by NMHU to the HED for review, but is not included in the

Department’s funding recommendation for FY08.

PERFORMANCE IMPLICATIONS

NHMU's Practice Makes Perfect Program will expand their services from one school district and

partner with 23 schools in northeast New Mexico. The program intends to employ best practices

gained from six years of GEAR UP experiences in working with disadvantaged youth in

northeastern New Mexico.
