Synopsis of SEC Amendment

The Senate Education Committee amendment reduces the appropriation from $2,270,000 to

$270,000.

Synopsis of Original Bill

Senate Bill 31 appropriates $2,270,000 from the General Fund to the Board of regents of NMSU

for expenditure in FY 2008 for the Creative Media Institute.

FISCAL IMPLICATIONS

An appropriation of $270,000 contained in this bill is a recurring expense to the General Fund.

An appropriation of $2,000,000 contained in this bill is a non-recurring expense to the General

Fund, as capital expenditures.

Any unexpended or unencumbered balance remaining at the end of FY shall revert to the.

SIGNIFICANT ISSUES

The NMSU Creative Media Institute (CMI) offers the Bachelor of Individualized Studies degree

focused in Creative Media (BIS). CMI is a cross-disciplinary program designed to prepare

students in digital filmmaking, animation, and games development.in all aspects of digital

filmmaking and digital arts, whether they are aspiring writers, directors, cinematographers,

animators, or video gamers.

The NMSU analysis expresses a commitment by the institution: “$267,000 General Fund appropriation

will be directly applied to educational services delivered to students. Administrative costs will be

absorbed by NMSU."

The University indicates that the remaining $2,000,000 is for capital expenditures as follows:
