Synopsis of Bill

House memorial 69 resolves that March 9, 2007 be recognized as “ENLACE New Mexico Day’

at the legislature with recognition of ENLACE’s efforts to increase opportunities for academic

achievement, school completion and success in higher education, not only for Latino students,

but for all students in the state.

Copies of House Memorial 69 are to be transmitted to all ENLACE chapters in the state.

SIGNIFICANT ISSUES

ENLACE, or ENgaging LAtino Communities for Education, is a collaboration of community

colleges, universities, high schools and community organizations with the goal of producing

more Latino and Hispanic high school and college graduates. The ENLACE vision is to seek

ways to offer culturally relevant and quality higher education for Latino students. Three original

ENLACE projects in northern, central and southern New Mexico were funded by the W.K.

Kellogg Foundation Initiative for Hispanic Higher Education. A follow-up award was made to

expand the work of ENLACE statewide. Since these projects were created, they have attracted

additional private and public funding.

In 2006, the New Mexico legislatures appropriated funds for existing and new ENLACE projects

to be distributed by the New Mexico Higher Education Department. NMHED and the existing

ENLACE leadership developed performance measures and outcomes for state-funded ENLACE

projects.

ENLACE Results Highlights of ENLACE Outcomes, 2001 -2005, New Mexico Higher

Education Department.

Statewide ENLACE

• New school districts involved: Questa, Peñasco, Mora, Cuba, Las Vegas West, Chama

Valley, Pojoaque, Farmington, Gallup, Los Lunas, and Clovis, in addition to

Es pañola, Las Vegas City, Santa Fe, Bernalillo, Albuquerque, Hatch, Las Cruces,

and Gadsden.

• More institutions of higher education involved: San Juan Community College, UNM

Gallup Branch, UNM Valencia Branch, Eastern New Mexico University, Clovis

Community College, Luna Community College, in addition to Northern New

Mexico College, Highlands University, Santa Fe Community College, University

of New Mexico, TVI, New Mexico State University, and Doña Ana Community

College.

Northern New Mexico ENLACE

• AVID Program (Advancement via Individual Determination) in Santa Fe, Las Vegas,

Española

* 97% of all AVID students retained in school

* 98% of AVID students report they plan to go to college

* 100% of graduating AVID students have enrolled in college

• Parent Involvement

* 100% of families of AVID students involved in AVID events

* 300 parents have participated in Family Institutes

Albuquerque ENLACE

• Los Compañeros Mentoring Program - Original cohort, 6

* Majority of cohort (60%) have higher or equal cumulative GPA at end of 9

* Only 4 of original cohort of 90 students have dropped out of school.

* The range of the original cohort’s cumulative GPA’s, with 70% between 3.0 and 1.0,

exemplifies ENLACE’s view of the educational pipeline as including all students,

from top performers to those struggling to stay in school.

• Se Puede Summer Bridge Program

* Eighty four 2001 Summer Bridge participants were tracked for three years

* 88% had higher or equal cumulative GPA’s three years after Summer bridge.

• Chicano Studies

* Approximately 400 students have participated in Chicano Studies Course

* While this data needs further analysis, early results show that 80% of those students

tracked have already graduated from high school.

Southern New Mexico ENLACE

• EXITO! - Program to increase number of Latinos entering and graduating from NMSU.

* 90.5% retention rate of EXITO! students

* 2.64 overall GPA of EXITO! students

• Parent University

* Over 1000 parents have been involved in leadership training to develop advocacy skills

for the academic success of their children.
