Synopsis of Bill
House Memorial 28 calls upon the Federal Government to address the increasing threat by
Mexican Grey Wolves on children, pets and livelihoods in Southwest New Mexico.
SIGNIFICANT ISSUES
House Memorial 28 states that children and adults have suffered trauma associated with wolf
attacks and presence. Studies indicate that wolves are becoming increasingly habituated to
humans and human dwellings, and wolf attacks on pets in close proximity to children and other
persons have been increasing with the increase in wolf populations.
Severe adverse economic impacts from wolves are affecting small businesses and revenue
sources for county and local governments. The House of Representatives of the State of New
Mexico requests that the Federal Government take the necessary steps to ensure the protection of
the health, safety and welfare of the citizens of New Mexico. HM 28 states that the Federal
Government is also requested to take the necessary steps to ensure that wolf reintroduction
efforts do not adversely affect the economies of the counties and communities of New Mexico.
