SUMMARY
Synopsis of Bill
House Joint Resolution 3 would submit to the public, at the next general election, a proposed
amendment to the New Mexico Constitution that, if approved, would provide that a regular elec-
tion of a school district with a population of greater than 300,000 be held in conjunction with a
general election. The amendment would require the legislature to enact the necessary laws to
effectuate the amendment prior to the general election of 2010.
SIGNIFICANT ISSUES
According to PED, this is a resolution to submit a proposed amendment to the New Mexico Con-
stitution at the next general election, the proposed change could only take effect if the public
votes in favor of it. Should the amendment be voted for in the affirmative, it would consolidate
elections in the few areas in the state with large populations. It would have no effect on the bulk
of the communities in the state.
