SUMMARY
Synopsis of Bill
House Joint Memorial 53 carries no appropriation. House Joint Memorial urges the Veterans’
Service department to pursue construction of a Fisher House in Albuquerque in close proximity
to the Veterans’ Affairs medical center. Additionally, the memorial urges the legislature’s
support of this construction.
FISCAL IMPLICATIONS

SIGNIFICANT ISSUES
The Fisher House Foundation, Inc. provides support and funding for accommodations in the
vicinity of active duty and veteran medical facilities world-wide. These Fisher Houses provide
temporary housing for veterans, active duty military members and their families; specifically
enabling family members to be close to a loved one at the most stressful times - during the
hospitalization for an unexpected illness, disease, or injury.

The foundation provides these accommodations at a free or significantly subsidized rate. It is
estimated that the foundation has saved families nearly $60 million in accommodations since its
inception.

TECHNICAL ISSUES
A provision of the of the New Mexico Constitution, Article 9, Section 14-A provides that
nothing prohibits the states or local political subdivisions from making provisions for the care
and maintenance of sick and indigent persons.
