committees of the NM Legislature. The LFC does not assume responsibility for the accuracy of these reports
if they are used for other purposes.
Current FIRs (in HTML & Adobe PDF formats) are a vailable on the NM Legislative Website (legis.state.nm.us).
Adobe PDF versions include all attachments, whereas HTML versions may not. Previously issued FIRs and
attachments may be obtained from the LFC in Suite 101 of the State Capitol Building North.

SUMMARY
Synopsis of SRC Amendments
The amendments adopted through the Senate Floor Amendment change the proposed rule to
eliminate “whichever comes earlier" thereby requiring that all actions taken pursuant to the rule
occur within five days of introduction or prior to third reading.
Synopsis of HRC Amendment
The amendment proposed by the House Rules and Order of Business Committee removes the
language that states “within five business days of the introduction of the legislation". This was a
stipulation in the original bill pertaining to bills cosponsored in the House and Senate.
Synopsis of Original Bill
House Concurrent Resolution 2 amends Joint Rule 10-1 to prohibit the dual introduction of
interim committee and state agency legislation and adopts a joint rule to allow joint sponsorship
of legislation.
Joint Rule10-1 is amended to add the following:
If an interim committee has endorsed a bill, resolution or memorial, the legislative
council service shall draft and prepare the bill, resolution or memorial for introduction in
only one house.
