SUMMARY
Synopsis of Bill
House Bill 1242 would appropriate seventy-five thousand dollars ($75,000) from the general
fund to the Department of Health (DOH) for expenditure in fiscal year 2008 to support
transitional living services for drug addicts and alcoholics in Gallup. Any unexpended balance
remaining at the end of FY 2008 shall revert to the general fund.
FISCAL IMPLICATIONS
DOH notes that this is not part of the executive budget request for the Department of Health.
Corrections notes that by provision of transitional living services could help individuals on
probation or parole in the Gallup area to avoid committing new crimes and committing violations
of their conditions of probation/ parole. This could also cause a decrease in the Department’s
probation/parole caseloads.

SIGNIFICANT ISSUES
Transitional living services are defined in the New Mexico Interagency Behavioral Health
Service Definitions as “a long-term (over 30 days) residential program offering 24-hour
supervised voluntary residential treatment, habilitative and rehabilitative services in a structured,
community-oriented environment….The focus of services is on placement of the individual in a
safe and stable living environment upon discharge." Staff must be licensed. Permanent
supportive housing utilizes fair market, lease-based housing with appropriate supportive services
at the discretion of the consumer. There are no transitions as long as consumer retains tenancy in
the housing and no service conditions as part of the housing.
It is difficult to estimate the number of people in Gallup who may need the services. According
to the New Mexico SPF-SIG Epidemiological Profile (2005), however, McKinley County has
the highest rate of alcohol-related deaths in the state.
ADMINISTRATIVE IMPACT
The majority of New Mexico’s public behavioral health funding is overseen by the Interagency
Behavioral Health Purchasing Collaborative and administered by ValueOptions of New Mexico.
HSD is the lead agency for the purchasing collaborative and the ValueOptions contract.
