SUMMARY
Synopsis of Bill
House Bill 1239 appropriates $100.0 for ambulance service for the Village of Cuba.
FISCAL IMPLICATIONS
The appropriation of $100.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.
SIGNIFICANT ISSUES
DFA reports that Presbyterian Medical Services operates ambulance services for the residents of
the Village of Cuba. Recently, EMS funding to the Village was cut substantially by the State. In
the past, the Village was receiving $52.0 and now receives $29.0. Presbyterian makes 700-800
calls and 350-400 runs a year. The nearest hospital is between 70 to 120 miles away.
Presbyterian Medical Services has been losing about $100,000 annually to run this ambulance
service for the Village of Cuba.

DOH notes that the Village of Cuba has a total population of 590 people. Residences are
dispersed over a large area and personal transportation is limited. Ambulance service is a critical
safety net for both area residents and tourists. The ambulance service serving the Village of
Cuba is certified by the Public Regulation Commission as an Intermediate Life Support
ambulance service. It has a physician medical director, EMS service director and a training
coordinator. Its service area for all medical and traumatic health emergencies is the Village of
Cuba and all of western Sandoval County.
