SUMMARY
Synopsis of Bill
House Bill 1231 appropriates $350 thousand to the PED for the implementation of the New
Mexico Story Project to introduce New Mexico’s school children to the right oral histories and
traditions of the state and preserve the same oral histories and traditions.
FISCAL IMPLICATIONS
The appropriation of $350 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

general fund. The bill is unclear if the appropriation is to be used for teacher training in learning
new skills; for students to learn how to make oral presentations or use rhetorical skills to move
an audience; or, if it is being requested to purchase an already developed and proven curriculum.
The PED may be required to follow the state procurement code for the disbursement of these
funds. The funds could be distributed by an Intergovernmental Agreement, Professional Services
Contract (RFP), or awarded to a school district. On the high end, creating an RFP and a contract
will require approximately 120 hrs. of an Educational Adm. A @ $25.50 and 30% benefits and
15 hours of Exec Sec & Adm. Asst O @$15.11 plus benefits for a total of $4.3.
SIGNIFICANT ISSUES
This bill provides funding to the PED for implementation of the New Mexico story project that
will introduce New Mexico’s school children to the right oral histories and traditions of the state
and preserve those same oral histories and traditions. An oral tradition can include both spoken
stories and song and can help preserve a community's cultural and historical background. Using
an oral tradition can also be a valuable tool in helping teachers impart information in ways that
address the needs of children who learn differently.
PERFORMANCE IMPLICATIONS
There is no specific PED performance measure; however, this could support the implementation
of the New Mexico Standards, Benchmarks, and Performance Standards in all program areas.
ADMINISTRATIVE IMPLICATIONS
The determination of how to distribute the funds will determine the amount of time and
resources needed at PED.

PED requests clarification on the following:

What criteria were developed to determine the content of this project and how will that be
communicated as part of the project.
•
Who reviewed the materials that made the determination that these were the “right" oral
histories and traditions.
•
What is meant by implement. Are the materials ready to be distributed to the districts
and are they K-12.
•
Is professional development of teachers needed in order for the materials to be introduced
and utilized in the classrooms.
•
The Office of the State Historian was not involved in this project and would be a resource
if these materials are the “sanctioned" state oral histories and traditions.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL
The New Mexico Story Project will not be available to New Mexico school children through this
funding.
