SUMMARY

Synopsis of Bill

House Bill 1223 appropriates $100.0 for a music, visual, and performing arts education program

for youth in Truchas, Cordova, and Ojo Sarco.

FISCAL IMPLICATIONS

The appropriation of $100.0 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

General Fund.

SIGNIFICANT ISSUES

DFA reports that HB 1223 would fund the Truchas Arts Project (TAP), a summer enrichment

program operated out of the Truchas Services Center. TAP provides local artisan who teach the

children their individual crafts. The children are taught guitar, wood carving, weaving, working

with tin, and other cultural crafts.

The children who participate age range from 7 to 18. TAP provides the children with something

constructive to do in the summer while learning about their culture and learning a new trade which

may have economic benefits for them in the future. It also ensures that the local artisans have an

outlet to teach their skills to a new generation and that their gifts and skills are not lost.

This appropriation will allow TAP to expand to year round and thereby offering the children

classes, tutoring, and computer work after school. The funds will go to provide the local artisans

some financial compensation for their time and purchase materials that will be used by the

children.

TECHNICAL ISSUES

On line 19 add the following language after 2008 "to Rio Arriba County." Fund cannot be

released to the non-profit entity directly.
