SUMMARY

Synopsis of Bill

House Bill 1175 would appropriate $50,000 to the Department of Health (DOH) for expenditure

in fiscal year 2008 to enhance the provision of mental health and substance abuse services in

Peñasco in Taos County. Any unexpended balance remaining at the end of fiscal year 2008 shall

revert to the general fund.

FISCAL IMPLICATIONS

DOH notes that HB 1175 not part of the DOH executive budget request. The appropriation in

HB 1175 is not part of the Governor’s FY 08 Budget Proposal and is not listed as a priority for

the NM Behavioral Health Collaborative. It is possible that some of the individuals receiving

mental health treatment services through the appropriation in HB 1175 may be Medicaid

recipients. If this is the case, those monies would be eligible for a federal match. If in the future

adult substance abuse services are offered in the Medicaid benefit package, then an opportunity

would exist for a federal match of treatment dollars for Medicaid-eligible recipients.

Both DOH and HSD note that the bill lacks specifics on how the funds will be used.

ADMINISTRATIVE ISSUES

The majority of behavioral health funding is overseen by the Interagency Behavioral Health

Purchasing Collaborative and administered by ValueOptions New Mexico.

RELATIONSHIP

Relates to HB 668, which appropriates $50 thousand for long-term drug and alcohol abuse

rehabilitation in Taos County. Relates to HB 672, which would appropriate $84,000 from the

general fund to the Department of Health for expenditure in FY08 to contract for alcohol and

substance abuse treatment services in Talpa, located in Taos County. Relates to SB 768, which

would appropriate $82,000 to the local government division of the department of finance and

administration for drug and alcohol abuse treatment programs in Taos County.
