SUMMARY
Synopsis of Bill
House Bill 1139 would appropriate $10.0 to the Local Government Division of the Department
of Finance and Administration (DFA) for expenditure in FY08 to pay for Bernalillo County to
contract for services to continue a substance abuse prevention program in the South Broadway
neighborhood of Bernalillo County.
FISCAL IMPLICATIONS
The appropriation of $10.0 contained in this bill is a recurring expense to the General Fund. Any
unexpended or unencumbered balance remaining at the end of FY08 shall revert to the General
Fund.
SIGNIFICANT ISSUES
The Department of Health’s (DOH) Office of Substance Abuse Prevention manages contracts
with three community-based agencies in South Broadway that specialize in community
empowerment and building life skills. These programs address issues in high crime areas,
