SUMMARY

Synopsis of Bill

House Bill 1123 will appropriate $100 thousand to the PED for library books for Valencia High

School in the Los Lunas school district for expenditure in FY08.

FISCAL IMPLICATIONS

PED reports the bill requests non-recurring funds for FY08 to expand the Valencia High School

library; however, the bill does not define the expansion (i.e., lexile level series, specific subject

series, periodicals, leisure/adventure) for this allocation. Based on the 2006 Library Material

Fund, only $51,064 has been allocated to the 16 Los Lunas public schools inclusive of Valencia

High School.

The appropriation of $100 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

general fund.

SIGNIFICANT ISSUES

The Los Lunas Schools is comprised of fifteen schools with a student population approaching

9000 students. With the opening of Valencia High School in the fall of 2006, the organization of

the Los Lunas Schools has begun to change. By the end of the 2007-08 school year, it is

anticipated that ten K to 6 elementary schools in Los Lunas will feed into two grade 7 and 8

middle schools; that will feed into two grade 9 to 12 high schools. By the 2009-2010 school year,

Valencia High School will be a full grade 9 to 12 high school. .

ADMINISTRATIVE IMPLICATIONS

This administration of this appropriation can be handled with existing staff at the PED; costs to

the PED will be minimal.

OTHER SUBSTANTIVE ISSUES

Currently, the district enrolls 8850 students and is projected to grow to over 10,000 within the

next five years. Economically, Los Lunas is very similar to other New Mexico communities,

with seventy percent of Los Lunas students eligible for free and reduced price meals. Ethnically,

sixty-two percent of Los Lunas students are Hispanic; twenty-seven percent are Caucasian; 7

percent are Native American; 3.1% are African American; and 1.1% are Asian American.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL

Library book expansion may not occur at the new Valencia High School in Los Lunas.
