SUMMARY
Synopsis of Bill
House Bill1098 appropriates $200,000 from the General Fund to the Board of Regents of Eastern
New Mexico University (ENMU) for expenditure in FY08 to pay for a kindergarten through
twelfth grade science and math teacher development program.
FISCAL IMPLICATIONS
The appropriation of $200,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.

SIGNIFICANT ISSUES
This request was not submitted by ENMU to the New Mexico Higher Education Department as
an expansion, but is included in the Department’s funding recommendation for FY08 for
$25,000 in recurring base.
House Bill 1098 provides an expansion of $200,000 to the recurring $25,000 for this program to
ENMU. According to the president, the current funding of the math and science program
is limited in order to provide comprehensive math and science teacher training to the rural areas
of southeastern New Mexico. Last year’s funding only covered math and did not cover science.
This program can currently only provide a basic background in math and science to get teachers
up to minimum standards in these disciplines.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
SB552 and HB220 are related and refer to the enactment of the Mathematics and Science
Education Act, creating the Mathematics and Science Bureau in the Public Education
Department and a Math and Science Advisory Council. These bills also appropriate funds to
strengthen math and science in public schools and teacher preparation at postsecondary
institutions of higher education.
Other related bills:
HB111 and SB290 are related and provide funding for a matching program at NMSU.
HB129 and SB140 are related and provide funding for a matching program at NNMC.
HB1043 is funding to PED to improve teacher preparation.
SB253 is funding to NMSU for improving science education for high school teachers.
HB147 is a related bill that provides recurring funding to UNM for minority math and science
students.
OTHER SUBSTANTIVE ISSUES
Students in New Mexico show low levels of achievement in math and science on both state-
administered and national tests (From Cradle to Career, Quality Counts 2007). Though Quality
Counts 2007 cites New Mexico as providing clear, specific, and content-grounded standards at
all grade levels, the percentage of highly qualified teachers in the content areas teaching the
standards is 76.4% in middle school and 89.4% in high schools (Winograd, P., Hughes, S., and
Trujillo, W. The Status of Teacher Quality in New Mexico: 2005).
