SUMMARY
Synopsis of Bill
House Bill 1071 appropriates $500.0 for emergency snow removal repairs to streets, curbs,
gutters, town property, and buildings for the Town of Clayton.
FISCAL IMPLICATIONS
The appropriation of $500.0 contained in this bill is a non-recurring expense to the General
Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to
the General Fund.
SIGNIFICANT ISSUES
DFA reports that Union County recently received over three feet of snow and has since been
attempting to recover from that snowfall. This extreme amount of snow resulted in six foot snow
drifts, and county crews having to continuously open the roads. Union County maintains twelve
hundred twenty eight miles of county dirt roads. As the snow melts, the roads become extremely
muddy, causing ruts averaging twelve inches, resulting in damaged roadways.

The Town of Clayton engaged approximately ten private contractors to assist with snow
removal. A school district lost one of their buses from a pot hole caused by the snow removal
process. The school bus suffered a damaged tie rod and wheel rim and was rendered unusable.
Damage to emergency vehicles from fender benders in the process of assisting others stuck in the
snow also occurred. One piece of heavy equipment was run to exhaustion and had to be replaced
with a rental of which the rental is still active.
ADMINISTRATIVE IMPLICATIONS
The Local Government Division of the Department of Finance and Administration will send the
emergency money in the amount of $500.0 to the Town of Clayton immediately upon receipt
from the General Fund. The Town of Clayton will then utilize the funds to begin recovery from
the snow emergency.
