SUMMARY
Synopsis of Bill
House Bill 1042 appropriates $54,975 from the General Fund to the Board of Regents of the
University of New Mexico (UNM) for the Licensed Alcohol and Drug Abuse Counselors
(LADAC) internship initiative.
FISCAL IMPLICATIONS
The appropriation of $54,975 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 08 shall revert to the
General Fund.
HED maintains that

his proposal was submitted to the Department by UNM in the amount of
$50,000 but was not included in their funding recommendation for FY 08.
SIGNIFICANT ISSUES
HED furnished information that, per the UNM 2007 State Legislative Priorities document,
$53,275 of this allocation would be used for personnel and the remaining $1,700 would be

devoted to expenses. HED reports that one half-time lecturer would be hired to coordinate the
practicum component of the B.A. program offered in Psychology for Licensed Alcohol and Drug
Abuse Counselors. According to information from UNM websites, employment for substance
abuse counselors in New Mexico is projected to grow 29.4% by 2012.
