SUMMARY

Synopsis of Bill

House Bill 1006 appropriates $50 thousand dollars from the general fund for expenditure in

FY08 to provide for emergency services and supplies delivered by an international rescue agency

in Dona Ana County.

FISCAL IMPLICATIONS

The appropriation of $50 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

general fund.

The bill is not specific for what type of emergency services and type of supplies; and, to which

international rescue agency the appropriation is being directed.

SIGNIFICANT ISSUES

DOH provides the following comments:

New Mexico has approximately 450 Emergency Medical System (EMS) services. Of these,

approximately half of the EMS services are provided by a volunteer workforce. The number of

volunteers in a given service can vary from one to ten. Dona Ana County has 23 fire and/or

emergency medical services. Of these, approximately 13 are volunteer organizations and the

other 10 services are paid providers.

Many services are located in rural communities and have difficulty providing financial support

for day-to-day operations of a service. If these services are not provided to the community, it

may be necessary for other health and medical services to backfill the emergency medical

services.

PERFORMANCE IMPLICATIONS

DOH notes the bill relates to the 2006 Comprehensive Strategic Health Plan -- Chapter 10,

GOAL 1: Increase and Fortify Human and Material Resources to Respond to Health

Emergencies and GOAL 2: New Mexico Communities are prepared to respond to a Public

Health Emergency.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL

No additional funding may be available to provide for emergency services and supplies delivered

by an international rescue agency in Dona Ana County.
