SUMMARY
Synopsis of Bill
House Bill 946 appropriates $100 thousand from the general fund to the Human Services
Department for the purpose of engaging community volunteers to help low-income families
become self-sufficient in Sandoval County.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in this bill is a recurring expense to the general
fund.. Any unexpended or unencumbered balance remaining at the end of Fiscal Year 2008 shall
revert to the general fund.
SIGNIFICANT ISSUES
The bill does not define community volunteer, low income or self-sufficient. Since the
appropriation is made to the Human Services Department it could be assumed the intent is to
integrate the funds as part of the temporary assistance for needy families (TANF) program but
this is uncertain.
HSD reports TANF currently provides services for assisting low income households through the

NMWorks Program by providing support services for work participation and for addressing
participation barriers. These costs for support contracts are already in place. These include:
NMW Workforce Program, substance abuse services, strengthening families initiative,
transportation, CSW TeamWorks, CYFD domestic violence services, ALTSD Gold Mentor,
CYFD child care, $32,219,300, and wage subsidy programs.
The ALTSD Gold Mentoring Program is a volunteer type program for individuals working with
a low-income TANF participant in employment preparation. The ALTSD Gold Mentoring
Program, was an available service in Sandoval County in FY06, however due to reallocation of
funds and the services is not currently active Sandoval County in FY07.
POSSIBLE QUESTIONS
Why would services of this nature be limited to Sandoval County.
