SUMMARY
Synopsis of Bill
House Bill 928 (HB928) would appropriate $25,000 from the general fund to the Department of
Health (DOH) for expenditure in Fiscal Year 2008 to purchase electronic health records software
for the Mora Valley Community Health Center. Any unexpended balance remaining at the end of
FY08 shall revert to the general fund.
FISCAL IMPLICATIONS
DOH notes that the appropriation of $25,000 to DOH is not included in the executive budget
Request. The Executive and Legislative recommendations for FY08 base include $10,330,700
from general funds, and $2,328,000 from County Supported Medicaid Funds for RPHCA
contracts and support. For FY07, Mora Valley Community Health Center has a RPHCA contract
for $257,200. DOH notes that HB928 would require additional procurement, contracting and
monitoring activities of the RPHCA Program but did not provide an operating budget impact.

SIGNIFICANT ISSUES
The proposed appropriation in HB928 would support the implementation of an electronic patient
records system for Mora Valley Community Health Center. These systems have demonstrated
their effectiveness in improving medical care quality and efficiency.
Mora Valley Community Health Center is a RPHCA (Rural Primary Health Care Act) and
federally funded primary care clinic that serves indigent, uninsured and underinsured
populations.
RELATIONSHIP
HB 928 relates to HB693 and SB656 both which would appropriate $2 million from the General
Fund to the Department of Health (DOH) in FY 2008 to implement electronic patient health
records in primary care clinics eligible to receive funds under the Rural Primary Health Care Act
(RPHCA) to assist these primary care clinics in developing analyzable, comprehensive patient
records, including laboratory and radiology test results.
SB 122 which would provide $1,500,000 from the general fund to the Human Services
Department to assist in the adoption of electronic health records by funding pilot projects in
Taos, Chaves, Hidalgo, Luna and Grant counties.
