Synopsis of Bill

House Bill 885 appropriates $100.0 from the General Fund to the Local Government Division of

the Department of Finance and Administration for expenditure in FY07 for the New Mexico

Youth Day holiday to be held in Los Vecinos Community Center in Tijeras. HB 885 declares an

emergency.

FISCAL IMPLICATIONS

The appropriation of $100.0 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY07 shall revert to the

General Fund.

SIGNIFICANT ISSUES

HB 885 provides $100.0 to help finance costs associated with the New Mexico Youth Day

holiday to be held on Saturday, 4 August 2007 at the Los Vecinos Community Center in Tijeras.

Prime Time for Kids is a 501(c)(3) organization which was founded in 2000. Prime Time is a

community-based program that reaches out to at-risk children. The target population is middle

and high school students. The goals of Prime Time are to keep children active when they are not

is school and to keep children in school. To participate in Prime Time activities, a child must

either be in school or actively pursuing a GED.

The New Mexico Youth Day has been an annual event for the last few years. A Youth Advisory

Committee, made up of approximately 15 children, is responsible for planning the entire day.

The kids plan the events, seek corporate donations and meet with and secure sponsors for the

day. The Committee meets weekly and each member is assigned a specific task to be completed

with an agreed upon time-frame. This enables the children to set and meet goals, learn skills, and

have something to do with themselves after school and on weekends.

The Youth Day will bring in over 3,000 students from around the state. There will be a youth

rodeo, basketball games, a car show, a spelling bee, and a skateboard competition among many

other activities. There will be free food and prizes. The appropriation contained in HB 885 will

help purchase special awards to be given out for student accomplishments and for the cost of

licensing and insuring the event.

Prime Time is also working on establishing a New Mexico Youth Day. HB-363, SB 626, and SB

786 have been introduced to create a New Mexico Youth Day which would fall on the first

Saturday of August each year. This bill, HB-885, is the only bill with an appropriation attached

to it for the 2007 Youth Day.

PERFORMANCE IMPLICATIONS

DFA reports that the funding appropriated in HB 885 would most likely be funneled through

Bernalillo County to Prime Time, the non profit entity which is sponsoring the New Mexico

Youth Day.
