SUMMARY

Synopsis of Bill

House Bill 836 appropriates $175,000 from the General Fund to the Board of Regents of the

University of New Mexico (UNM) for the purpose of a Theatre Company in Residence.

FISCAL IMPLICATIONS

The appropriation of $175,000 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY 08 shall revert to the

General Fund.

HED maintains that this request was not submitted by UNM to their Department for review and

is not included in their funding recommendation for FY 08.

SIGNIFICANT ISSUES

According to HED, funding would be used to continue joint projects and productions developed

by the partnership between UNM and Tricklock Theatre Company, the current resident

professional theatre company. Additionally, the allocation would be devoted to the provision of

workshops to UNM theatre students, the support of the Creative Incubator (i.e.

an eight-week

intensive course in ensemble theater that furnishes instruction in acting, dance, writing, and

design),

and the funding of UNM graduate student internships with the Tricklock Company.

Per HED, Tricklock Education Programs promote the creation of young ensembles dedicated to

ongoing live performance work through the Manoa Project (i.e. the Teen Playwriting and

Summer Ensemble Apprenticeship Program), the Tricklock-UNM Residency partnership, and

through workshops devoted to young children, troubled youth, and budding theatre artists.

OTHER SUBSTANTIVE ISSUES

HED states that Tricklock Company many earned many accolades, including the Bravos Award

for Excellence in Theatre from the Albuquerque Arts Alliance, as well as Best Theatre Company

(five years running) in the Weekly Alibi readers poll. Support is received from foundations like

the National Endowment for the Arts, the Trust for Mutual Understanding, the New Mexico

Department of Tourism, the Lumpkin Foundation, Daen Rauscher Foundation, and the McCune

Foundation. Since 2001, Tricklock Company has also produced the Revolutions International

Theatre Festival which showcases theatre from around the world to the Albuquerque audience.
