SUMMARY
Synopsis of Bill
House Bill 805 appropriates $250 thousand from the general fund to the board of regents of the
University of New Mexico for the purpose of providing equipment for phase two of the
maintenance and industrial technician program at UNM Gallup.
FISCAL IMPLICATIONS
The appropriation of $250 thousand contained in this bill is a nonrecurring expense to the
general fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall
revert to the general fund.
SIGNIFICANT ISSUES
The appropriation within HB 805 would complete phase two – the purchase of more equipment
for the Maintenance and Industrial Technician Program. The program was started when a
representative of UNM-Gallup was approached by Giant Refinery Plant a year and a half ago.
HED reports the plant expressed their need for skilled employees with associate’s degrees to
work at the plant. UNM-Gallup began working with their Industry Advisory Council to address
