SUMMARY
Synopsis of Bill
House Bill 801 appropriates $100,000 from the general fund
to the board of regents of the
University of New Mexico for expenditure in fiscal year 2008 for an arts program at the Health
Sciences Center, including the cancer research and treatment center, and the Children's Hospital
pediatric oncology unit.
FISCAL IMPLICATIONS
The appropriation of $100.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the
general fund.
SIGNIFICANT ISSUES
UNM's Health Science Center (HSC) strives to leverage its resources through the development
of partnerships with local, state, national, and international entities. The center provides services
from education to research to patient care, through the development of new and ongoing
collaborations to advance economic development in our state and improve the quality of life for
all New Mexicans.

The UNM Health Sciences Center Art Program formerly known as the UNM Hospital Gallery
was established in 1991 to acquire art for the newly constructed UNM Hospital Ambulatory Care
Center. The initial works of art placed in the hospital were acquired through multiple donations
and through a few purchases made possible through the one percent for art program. Over the
years, the HSC has been very fortunate to receive many additional gifts. The collection now
numbers more than 700 pieces valued at over $1 million.
The appropriation will be used to appraise, maintain, and conserve the existing collection; frame
and install new works; and establish an endowment to fund future purchases.
This request was not submitted by UNM to the New Mexico Higher Education Department for
review and is not included in the HED funding recommendation for FY08
ADMINISTRATIVE IMPLICATIONS
The Health Science Center at UNM will administer the arts program and funds.
