SUMMARY
Synopsis of Bill
House Bill 761 appropriates$100 thousand from the general fund to the Indian Affairs
Department to support the summer film and television workshop at the Institute of American
Indian Arts.
FISCAL IMPLICATIONS
The appropriation of $100 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of Fiscal Year 2008 shall
revert to the general fund.

SIGNIFICANT ISSUES
The Indian Affairs Department contacted IAIA and reports the following.
The IAIA Summer Television and Film Workshop (“the Workshop") was founded in 2004 to
provide training for Native American filmmakers. The program teaches professional filmmaking
skills, including screenwriting, cinematography, and post-production skills. Students are
encouraged to investigate the unique historical and cultural legacy of Natives in film and develop
their own approach to expressing those issues.
IAIA is in a partnership with Disney-ABC Television Group, Talent Development Programs.
The Disney entity was a major funding source for the 2006 program, providing $75,000. Other
outside contributors and funding sources, including Time Warner and NBC Universal, provided
an additional $51,000.
IAIA is a congressionally chartered, accredited Tribal College located in Santa Fe. Its mission is
to provide art and museum training opportunities and education and outreach services to Indian
students, tribes and the public. There are 210 students enrolled this semester, including
representatives from each of New Mexico’s 22 tribes.

According to IAIA, a $100,000 appropriation from the State of New Mexico would be used to
ensure continuity in leadership, to fund activities related to a new writing intensive and
filmmaking and production component of the Workshop, and to enable expansion of the
program.
