SUMMARY
Synopsis of Bill
House Bill 659 makes an appropriation of $200.0 from the General Fund to the Local
Government Division of the Department of Finance and Administration to purchase and install a
jail management system for the Chaves County Detention Center.
FISCAL IMPLICATIONS
The appropriation of $200.0 contained in this bill is a non-recurring expense to the General
Fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to
the General Fund.
SIGNIFICANT ISSUES
DFA reports that the jail management system is intended to improve financial efficiencies by
redirecting costs associated with the current mechanical process of communication, planning and
identification of criminal activity in Chaves County and related State and federal law
enforcement agencies.

The purchase of the jail management system should improve the communication network with
local law enforcement jurisdictions, courts and District Attorney in Chaves County. The system
provides an efficient database and planning tool to law enforcement officials and county
commissioners. It also allows for inter-phase opportunities with the existing Computer Aided
Dispatching System, Judicial Data Exchange and AFIS (Bio-Metric identification) systems in the
State used to create greater law enforcement efficiencies related to criminal identification in and
outside of the county.
DFA further notes that the same person-hour costs now spent to maintain the current method of
communication, data management, and planning could potentially be redeployed toward more
efficient and useful law enforcement purposes in Chaves County and the State.
