SUMMARY
Synopsis of Bill
House Bill 642 appropriates $315.0 to the Local Government Division of DFA for adult day care
and home delivered meal services for senior citizens in Eddy County.
The contractor for senior services in Eddy County is Southeast New Mexico Community Action
Corporation.
FISCAL IMPLICATIONS
The appropriation of $315.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.

SIGNIFICANT ISSUES
According to the Aging and Long Term Care Department, Southeast New Mexico Community
Action Corporation is constructing a facility in Artesia adjacent to the meal site for the provision
of Adult Day Care Services. The facility is in the final stages of building and licensing
inspections and anticipates becoming operational by April 2007. The facility will provide
services to approximately 42 older individuals.
Current available funding for operation and staffing of the Artesia Adult Day Care program is
limited and non-recurring. The majority of the requested funds would be directed towards full
staffing and operations of the Day Care program in FY 08.
In Capital Outlay – House Bill 622 -- 2006 Legislative Session, Southeast NM Community
Action Corporation has been awarded funding to construct an Adult Day Care and Respite
Facility in Carlsbad, Eddy County. This is a separate from the request for operational funding
for the Artesia site.
Adult Day Care is a cost effective way to support caregivers in their care of their loved ones.
Caregivers can take a loved one to a day setting outside of the home where they will be cared for
and can participate in a wide range of activities. Adult Day Care programs provide respite or
relief from care giving duties and help to prevent burnout and promote good mental and physical
health of the caregiver.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
Southeast New Mexico Community Action Corporation has partial funding requested in House
Bill 131 Senior Citizens Programs for maintenance and expanding of home-delivered meal
services. The partial funding is based on the review and recommendation from Area Agencies
on Aging to the Aging and Long-Term Services Department based on need and performance.
The request for the Adult Day Care services operational funding was not included in House Bill
131.
