SUMMARY
Synopsis of Bill
Making an Appropriation to Support the Participation in Sports Events by People with Special
Needs
House Bill 561 appropriates $152,000 to the Department of Finance and Administration (DFA)
to support participation in sports events by people with special needs from San Miguel County.
FISCAL IMPLICATIONS
The appropriation of $152.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.

SIGNIFICANT ISSUES
The Department of Health notes that the Developmental Disabilities Supports Division (DDSD)
currently funds Special Olympics with $240.0 annually. These services are provided statewide.
Having separate departments fund the same project represents a duplication of effort and has the
potential for differing expectations for the use of funds for the same project.
ADMINISTRATIVE IMPLICATIONS
The Department of Health notes that having separate departments (DFA and DoH) fund similar
projects may result in a duplication of effort and differing expectations for the use of funds for
the same project.
ALTERNATIVES
Increase funding to the current program at DoH to support Special Olympics statewide.
