SUMMARY

Synopsis of Bill

House Bill 555 appropriates $250.0 thousand from the general fund to the Human Services

Department to fund a not-for-profit organization's clubhouse model day program designed for

persons with severe mental illness. The purpose of such a program is to aid in the recovery of

persons through socialization and life skills, vocational rehabilitation and employment services,

weekend, evening and holiday programs educational and housing services and reintegration into

the greater community.

FISCAL IMPLICATIONS

The appropriation of $250.0 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of Fiscal Year 2008 shall

revert to the general fund.

SIGNIFICANT ISSUES

The consumer-run clubhouse model is nationally acknowledged as promoting recovery and

resiliency. The key to its success is an environment of support, acceptance, and commitment to

the potential contribution and success of each individual regardless of the severity of his or her

illness or diagnosis. Clubhouses are places to which people can “belong" as contributing adults,

rather than as full-time “patients" who are there only to be “treated.

TECHNICAL ISSUES

If the transfer of the Behavioral Health Services Division to the HSD is not adopted, then the

appropriation should be directed to DOH.

OTHER SUBSTANTIVE ISSUES

It is anticipated these funds would be administered by ValueOptions, New Mexico’s single entity

behavioral health provider.

POSSIBLE QUESTIONS

Why are other behavioral health subpopulations such as substance abuse and co-occurring

populations not addressed or included as part of the club house service group.
