SUMMARY

Synopsis of Bill

House Bill 536 appropriates $100.0 to the Local Government Division to contract with a non-

profit organization to provide music, visual and performing arts education program for at-risk

and high-risk youth offenders incarcerated in correctional facilities in Santa Fe County.

FISCAL IMPLICATIONS

The appropriation of $100.0 contained in this bill is a recurring expense to the General Fund.

Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the

General Fund.

SIGNIFICANT ISSUES

The "Outside-In Program" is a non-profit organization presently providing this service on a

volunteer basis, however, the program is not funded. The "Fine Arts for Children and Teens"

project is providing a similar service for at-risk youth that are not incarcerated but are on

probation or parole or are participating in other at-risk programs through the courts or other

youth corrections program. HB 536 expands this project to individuals that initially reside

outside Santa Fe County but are in the Santa Fe County court system or in its correctional

facilities.

PERFORMANCE IMPLICATIONS

DFA reports that currently the "Outside-In Program", a non-profit organization has been

providing this service for over 750 individuals per year for the last ten years, allowing at-risk

youth the opportunity to realize alternatives to negative behavior through introduction to the

performing arts. Many individuals that complete this program vouch for the difference realized

through this project.

ADMINISTRATIVE IMPLICATIONS

The language in the bill appropriates the funds to Local Government Division to contract with a

non-profit organization. The division provides administrative oversight to contract directly with a

non-profit organization of this type. The process would include a grant agreement with Santa Fe

County that would subsequently contract with a non-profit for this service.

According to staff with the non-profit organization, "Inside Out" project, the appropriation is

intended to include funding for 1 FTE staff assistant position to administer the project.
