SUMMARY
Synopsis of Bill
House Bill 536 appropriates $100.0 to the Local Government Division to contract with a non-
profit organization to provide music, visual and performing arts education program for at-risk
and high-risk youth offenders incarcerated in correctional facilities in Santa Fe County.
FISCAL IMPLICATIONS
The appropriation of $100.0 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
General Fund.
SIGNIFICANT ISSUES
The "Outside-In Program" is a non-profit organization presently providing this service on a
volunteer basis, however, the program is not funded. The "Fine Arts for Children and Teens"
project is providing a similar service for at-risk youth that are not incarcerated but are on
probation or parole or are participating in other at-risk programs through the courts or other
youth corrections program. HB 536 expands this project to individuals that initially reside
