SUMMARY
Synopsis of Bill
House Bill 514 appropriates $2 million from the general fund to the Human Services Department
for the purpose of operating a state-of-the-art substance abuse treatment and training facility in
Los Lunas in Valencia county.
FISCAL IMPLICATIONS
The appropriation of $2 million contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of Fiscal Year 2008 shall revert
to the general fund.
HSD indicates it is not likely that these operational and training costs could be matched with fed-
eral Medicaid dollars. A cost allocation plan would have to be incorporated and approved by the
various federal agencies that may contribute federal financial participation.
