SUMMARY
Synopsis of Bill
House Bill 412 appropriates $59,000 from the General Fund to the Higher Education Department
for expenditure in FY 2008 for the Youth College Program at Luna Community College,
including participation fees, transportation, student learning kits, instructional supplies, and post-
program evaluations.
FISCAL IMPLICATIONS
The appropriation of $59,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
General Fund.

SIGNIFICANT ISSUES
Luna Community College works with local high schools to provide after-school and summer
enrichment programs for underrepresented and disadvantaged youth. The College has been
coordinating the summer youth enrichment program for nine years. The Youth College program
offers two three-week residential programs to junior high school students in grades 6 through 9
from Las Vegas and surrounding communities.
Luna CC collaborates with New Mexico Highlands University (NMHU) where the students are
housed. LCC develops and implements the curriculum that includes general information on
admission, financial aid, academics and social experiences on a college campus. The program
impacts over 300 students each summer, has proven to be highly successful and has become an
expectation of the community (PED Analysis).
The Higher Education Department lists course offerings including language arts, math, science,
computers, health and wellness, career exploration, and arts. Support services are offered in the
form of counseling, advisement, and tutoring. According to HED, a representative from LCC
indicated that math, science, and English are emphasized in the program. The request includes
funding for participation fees, transportation, student learning kits, instruction supplies, and post-
program evaluations. HED estimates indicate that between 50 and 80 students participate each
summer.
This request was not submitted by LCC to HED for review and is not included in the
Department’s funding recommendation for FY08.
POSSIBLE QUESTIONS
1.
PED reports 300 students: HED reports 50 to 60. How many students participate each
summer.

Should the appropriation go directly to LCC instead of being channeled through the
Higher Education Department.
