SUMMARY
Synopsis of Bill
House Bill 360 appropriates $100.0 from the general fund to the Department of Public Safety for
the purpose of conducting before- and after-school programs in Albuquerque to address juvenile
delinquency, domestic violence and educational inadequacies.
FISCAL IMPLICATIONS
The appropriation of $100.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the
general fund.
DPS reports there will be minor fiscal implications resulting from budget preparation, review and
implantation. DPS states the appropriation would most likely cover the cost of overtime for the
commissioned officers.

SIGNIFICANT ISSUES
DPS states a steering committee would need to be established represented by difference stake
holders such as schools and youth facilities. DPS questions how the program goals will be im-
plemented and the manner in which the curriculum will be established.
CYFD notes the proposed legislation does not require coordination between the Children, Youth
and Families Department, Public Education Department, Department of Public Safety and other
public agencies that already offer overlapping services.
DOH states New Mexico law enforcement officers reported in 2005 that 4,600 children wit-
nessed a domestic violence incident. DOH states the proposed legislation would provide funding
for domestic violence and juvenile delinquency on academic performance. DOH notes evalua-
tions of after-school programming show that when engaged in quality, long-term, programming,
youth in after-school programs have improved interpersonal skills, per and adult relationships,
self-control, problem solving, cognition, self-efficacy, commitment to schooling and academic
achievement.
PERFORMANCE IMPLICATIONS
Currently, DPS has 100 vacant positions for commissioned officers in the Law Enforcement
Program. DPS reports placing officers in schools would have an impact on patrol operations.
OTHER SUBSTANTIVE ISSUES
CYFD states the Public Education Department and the Albuquerque Public Schools have pre-
and post-school education programs in the Albuquerque area that address education needs for
youth.
ALTERNATIVES
DPS suggests they coordinate the training and that the funding go to another agency in the Albu-
querque area.
