SUMMARY
Synopsis of Bill
House Bill 347 appropriates $300,000 from the General Fund to the Board of Regents os the
University of New Mexico for expenditure in FY 2008 for operating expenses at the Young
Children’s Health Center (YCHC) in Albuquerque
FISCAL IMPLICATIONS
The appropriation of $300,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
general Fund.

SIGNIFICANT ISSUES
The UNM Pediatrics Department’s Young Children's Health Center, established in 1982, is a
community based primary care pediatric clinic that provides comprehensive health care and so-
cial services to infants, children, adolescents and their families. Many of the clients live in pov-
erty and their families are socially and economically isolated. The gang prevention program at
Young Children’s Health Center is a community-based project that collaborates with agencies
and schools in the South East Heights neighborhood. The program provides services in a group
setting, which include life and social skills classes, awareness classes, experiential activities as
well as individual case management services. The gang prevention portion of the program pri-
marily focuses on late elementary and middle school aged students.
The University of New Mexico/Health Sciences Center (UNM/HSC) budget request included
$417,600 from the General Fund for operation of the YCHC. The request also included $850,234
in Other State Funds and $73,466 in Federal Contracts and Grants for a total of $1,341,300.
This proposal was not submitted to the New Mexico Higher Education Department by UNM for
review and is not included in the Department’s funding recommendation for FY08.
PERFORMANCE IMPLICATIONS
The UNM/HSC basic budget request included six performance measures for the YCHC. These
performance measures were not referenced in HB 347.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
The General Appropriation Act (HB 7) includes $417,600 from the General Fund, $1,253,400 in
Other State Funds for a total of $1,671,000.
