SUMMARY
Synopsis of Bill
House Bill 327 changes school year reporting dates from the fortieth, eightieth and one hundred
twentieth days to specific days in the calendar year and provides for the first year
implementation.
FISCAL IMPLICATIONS
Although the bill does not contain an appropriation it is important to note that a number of
schools do not report on the same day due to differences in district or charter school calendars.
SIGNIFICANT ISSUES
The Public School Funding Formula Task Force may be proposing significant changes to the
public school funding formula. Changing the dates when school districts and charter schools
report on their student membership may be one of the changes that help improve the overall
effectiveness of the way New Mexico funds its public schools.
PED also reports that one potential benefit of the amendments proposed in HB 327 is that double

counting of students who transfer from one district to another may be reduced.
Beginning in the 2007-2008 school year, the third Monday in October replaces the 40th day
count; the second Monday in December replaces the 80th day count; and the third Tuesday in
February replaces the 120th day count.
HB 327 contains a temporary provision for the first year of implementation so that for the 2007-
2008 school year, “prior school year" shall be based on the 40th, 80th, and 120th day of the
2006-2007 school year.
