SUMMARY

Synopsis of HEC Amendment

House Education Committee Amendment for House Bill 325 increases the appropriation from

$1,200,000 to $2,000,000. The additional $800,000 will be distributed to San Juan college

($400,000) and to Clovis community college ($400,000).

Synopsis of Original Bill

House Bill 325 appropriates $1,200,000 from the General Fund to support ENLACE programs in

FY 2007 and FY 2008 at these selected institutions:

Santa Fe Community College $400,000

The bill restricts administrative costs to five percent of any appropriation.

The bill has an emergency clause.

FISCAL IMPLICATIONS

The appropriation of $2,000, 000 contained in this House Education Committee amended Bill is

a recurring expense to the General Fund. Any unexpended or unencumbered balance remaining

at the end of FY 2008 shall revert to the General Fund.

The appropriations contained in this bill are intended to help sustain the three New Mexico

ENLACE partnerships established through W.K. Kellogg Foundation grants as briefly described

below.

SIGNIFICANT ISSUES

ENLACE is a multi-year initiative to strengthen the educational pipeline and increase

opportunities for Latinos to enter and complete college. ENLACE consists of 13 partnerships in

7 states that are working to increase the number of Latino graduates from high school and

college. In Spanish, "enlace" means link or weave together in such a way that the new entity is

stronger than its parts. ENLACE partnerships include universities, community colleges, K-12

schools, community-based organizations, students, and parents.

ENLACE has evolved in three phases. In Phase 1, 18 higher education institutions in a number

of states received one-year planning grants of $100,000 each to respond to the needs of students

and families by developing action plans based on best practices as well as local contexts. For

Phase II, 13 partnerships in seven states received grants ranging from $1.4 to $2.0 million to

implement their plans over four years. Implementation funds ended with the 2004-05 school

year. A final phase will seek to sustain promising practices and ENLACE principles for the

benefit of more Latino communities and underserved student populations.

This request was not on the list of priority projects submitted by the University of New Mexico,

New Mexico State University, or the Santa Fe Community College to the HED for review and

was not included in the Department’s funding recommendation for FY08.
