SUMMARY
Synopsis of Bill
House Bill 306 appropriates $650,000 from the General Fund to the Regents of NMHU for
expenditure in FY 2008 for the Center for the Education and Study of Diverse Populations
(CESDP) to provide technical assistance and training for schools and school districts, training in
data-driven decision-making and data analysis, training in best practices for standards-based
instruction and sheltered English instructional strategies.
FISCAL IMPLICATIONS
The appropriation of $650,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
General Fund.

SIGNIFICANT ISSUES
The CESDP was established by the New Mexico legislature in 1993, under the auspices of New
Mexico Highlands University, to provide technical assistance, distribute research findings, offer
resources, and promote quality in New Mexico's public schools. The CESDP sponsors five
initiatives:

This proposal for additional funding was submitted to the New Mexico Higher Education
Department by NMHU for review, but is not included in the Department’s funding
recommendation for FY08.
House Bill 306 requested appropriation is for $650,000, whereas NMHU's proposed amount was
$99,300 (HED Agency Bill Analysis). The Higher Education Department recommends that this
program be funded at the FY07 recurring level of $218,800, with no additional funding for
FY08
.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
SB 252 appropriates $170,000 to NMHU in FY 2008 for “the center for education and study of
diverse populations" with no future specification.
The General Appropriation Act (HB 7/SB 2) appropriates $218,800 from the General Fund,
$422,500 in Other State Funds, and $1,052,400 in Federal Funds for the CESDP.
