SUMMARY
Synopsis of Bill
House Bill 305 seeks to amend Section 17-3-15 NMSA 1978 (being Laws 1964 (1st S.S.), Chap-
ter 17, Section 6, as amended) to change the fee for an additional deer license. The current lan-
guage in this statute allows for hunters to purchase an additional deer license, where permitted by
rule. Under current statutory language, the cost of the second deer license is also contained in
this section and is set at $5.00 for residents and fifty dollars $50.00 for non-residents. These
amounts are not consistent with the license fees found in the license fees section of Section 17-3-
13. This bill would amend the second deer license fee amounts to track with the fees currently in
place in the fees section.
FISCAL IMPLICATIONS
DGF indicates that the department and State Game Commission have not used the second deer
license in at least twenty years, and without this change it will not likely do so in the near future.
With this change, the State Game Commission may consider the opportunity for a second deer
license in specific regions of the state. For example, the population of white-tail deer is growing
in parts of eastern New Mexico and the Commission could develop a hunt opportunity for both

mule deer and white-tail deer. The number of opportunities would likely be relatively small, so
the fiscal impact of such a change would not be significant.
SIGNIFICANT ISSUES
DGF adds that the bill will align the fees for all deer hunting opportunities and will track with
17-3-13, so that there will no longer be a differential between fees in the two sections, even if 17-
3-13 is amended.
