SUMMARY

Synopsis of Bill

House Bill 217 appropriates $650 thousand from the general fund to the Public Education

Department for a college readiness and high school redesign initiative in the Los Lunas school

district.

FISCAL IMPLICATIONS

The appropriation of $650 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall

revert to the general fund.

SIGNIFICANT ISSUES

The Public Education Department reports that the Los Lunas Schools conducted an educational

audit using independent educational consultants. The result was a report which served as the

foundation for a community-wide High School Summit of 200-plus community participants.

This Summit yielded 13 recommendations, most of which were incorporated in the district’s

Rapid Response Partnership with Education Trust to undertake major reform in its secondary

schools. The focus areas for reform involve capacity building in classroom teaching,

instructional leadership, counseling and parental and community engagement. The funding is

planned for the initial infusion costs, plus sustained follow-up training costs. One key feature

will be the provision for instructional coaches in the district’s two high schools and two middle

schools.

The LESC and the executive included funding for a high school redesign initiative in their

recommendations.
