SUMMARY
Synopsis of HENRC Amendment
The House Energy and Natural Resources Committee (HENRC) amendment changes the
appropriation from the Economic Development Department to the New Mexico Department of
Agriculture.

House Bill 204 appropriates $75 thousand from the general fund to Economic Development
Department to conduct a study in cooperation with the Department of Game and Fish on the
economic impact of state wildlife management areas.
FISCAL IMPLICATIONS
The appropriation of $75 thousand contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY08 shall revert to the
general fund.

SIGNIFICANT ISSUES
The purpose of the study is to determine the local economic impact of state wildlife areas owned,
leased, or otherwise subject to control by the state game commission (including community land
grants located adjacent to those areas); the income and expenses attributable to state wildlife
management areas; and the distribution of elk hunting privileges to persons owing land adjacent
to state wildlife management areas.
ADMINISTRATIVE IMPLICATIONS
The bill requires cooperation between EDD and the Department of Game and Fish. EDD
indicates that it would hire a contractor to perform the study.
