SUMMARY
Synopsis of Bill
House Bill 138 appropriates $200,000 from the General Fund to the Board of regents of NMSU
for expenditure in FY 2008 to pay for the P-20 Alliance for the Advancement of Teaching.
FISCAL IMPLICATIONS
The appropriation of $200,000 contained in this bill is a recurring expense to the general Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
General Fund.
SIGNIFICANT ISSUES
The P-20 Alliance for the Advancement of Teaching and Learning (the Alliance) is requesting
$200,000 to fund a reading and assessment project coordinator, administrative assistant,

instructors, equipment, materials and supplies, as well as travel. This funding will be used to
provide professional development and extension resources for border and rural schools in
reading and assessment, in order to comply with No Child Left Behind standards and
requirements. The goal of these efforts is to reach a minimum of 200 teachers, non-teacher
professionals and educational administrators.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
SB 42 - appropriates $150,000 for the P-20 alliance.
Relates to the Executive recommendation of $2,500.0 for the Teacher Professional
Development Fund.
OTHER SUBSTANTIVE ISSUES
The Alliance was established in 2003 by the NMSU College of Education and partner school
districts and regional educational centers to facilitate access to expertise for the improvement of
teaching and learning. The Alliance focuses on serving the needs of rural and border districts in
southern New Mexico through coordination in assessment and support for the implementation of
quality science, mathematics, and reading programs. This project will focus on reading and
assessment in P-20.
