SUMMARY
Synopsis of Bill
House Bill 137 appropriates $270,000 from the General Fund to the Board of Regents of NMSU
for expenditure in FY 2008 to expand the programs approved by the National Collegiate Athletic
Association (NCAA).
FISCAL IMPLICATIONS
The appropriation of $270,000 contained in this bill is a recurring expense to the General Fund.
Any unexpended or unencumbered balance remaining at the end of FY 2008 shall revert to the
General Fund.
SIGNIFICANT ISSUES
In July 2006, NMSU Athletics assumed responsibility for the academic support program for

student-athletes at NMSU in order to ensure compliance with the NCAA’s new measurement for
academic success, the Academic Progress Report (APR). This funding will allow NMSU
Athletics to provide student-athletes with the best opportunity to succeed academically. And, the
funding for the women’s programs will allow NMSU Athletics to support the department’s
objective of having an equitable, diverse and competitive athletics program.
The Higher Education Department reports his allocation would fund two additional positions; an
Academic Athletic Advisor and a Life Skills Coordinator, along with operational expenses
associated with both positions. Remaining funds would support four additional FTE for
women’s track, basketball and volleyball, as well as men’s and women’s golf. The goal of this
expansion is to meet the academic athletic requirements set by the NCAA.
This proposal was submitted to the HED by NMSU but was not included in the Department’s
funding recommendation for FY08.
