SUMMARY

Synopsis of Bill

House Bill 70, making an Appropriation to the Bureau of Elections for Native American Voter

Education, appropriates $150.0 thousand from the GENERAL FUND to the Bureau of Elections

in the Office of the Secretary of State for the purpose of voter education for Native Americans.

FISCAL IMPLICATIONS

The appropriation of $150.0 thousand contained in this bill is a non-recurring expense to the

general fund. Any unexpended or unencumbered balance remaining at the end of 2008 shall re-

vert to the general fund.

PERFORMANCE IMPLICATIONS

This bill would impact the following performance measures for the agency:

Number of newly registered voters

2.

Number of users educated or advised on issues such as voting rights, electronic filing,

ethics law, general code of conduct, campaign finance, financial disclosures and lobby-

ing.

If the bill is enacted the targets for these measure should increase.

ADMINISTRATIVE IMPLICATIONS

According to the Secretary of State’s office, it plans to hire temporary employees to perform

voter education.

House Bill 69 appropriates $74,000 from the general fund to the bureau of elections in the Secre-

tary of State’s office to fund 2 FTE to serve as Native American voting coordinators.

POSSIBLE QUESTIONS

Are there existing positions that could be responsible for voter education for Native Americans.

If not, would this appropriation be used to hire staff.

What steps will be taken to provide voter education for Native Americans.

In what specific ways would the agency track whether or not voter education for Native Ameri-

cans has been achieved.
