A MEMORIAL
REQUESTING A STUDY OF CABINET SECRETARY AND AGENCY DIRECTOR
SALARIES TO ENSURE REASONABLENESS OF THOSE SALARIES, TO
ENSURE THAT NEW MEXICO IS ABLE TO ATTRACT QUALITY APPLICANTS
AND TO RETAIN QUALITY EMPLOYEES IN THOSE POSITIONS.
WHEREAS, it is important to New Mexico to attract highly
qualified individuals to serve as cabinet secretaries and as
agency directors; and
WHEREAS, establishing appropriate compensation packages
for cabinet secretaries and agency directors is an important
factor in attracting and retaining highly qualified people;
and
WHEREAS, compensation packages for cabinet secretaries
and agency directors should be commensurate to their duties
and responsibilities; and
WHEREAS, the current salary ranges available for cabinet
secretaries and agency directors may be overly broad and thus
create some inequity;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE
STATE OF NEW MEXICO that the department of finance and
administration be requested to study the salary ranges for
cabinet secretaries and agency directors in New Mexico; and
BE IT FURTHER RESOLVED that the study include an
analysis of how state compensation packages compare to those

paid in the private sector for executives with duties and
responsibilities comparable to those of cabinet secretaries
and agency directors; and
BE IT FURTHER RESOLVED that the study make
recommendations for any adjustments to the current salary
ranges; and
BE IT FURTHER RESOLVED that the department of finance
and administration report the findings and recommendations of
the study to the legislative finance committee before
November 1, 2007; and
BE IT FURTHER RESOLVED that copies of this memorial be
transmitted to the department of finance and administration.
