A MEMORIAL
COMMENDING THE JOBS FOR AMERICA'S GRADUATES-NEW MEXICO
PROGRAM ON ITS SUCCESS, AND REQUESTING THAT THE PUBLIC
EDUCATION DEPARTMENT EXPAND THE PROGRAM.
WHEREAS, the jobs for America's graduates-New Mexico
program was established in 2004 in the public education
department as a dropout prevention and dropout re-engagement
program; and
WHEREAS, the program has helped five hundred ten youths
in eleven New Mexico high schools who were at risk of
dropping out of school by ensuring that they successfully
completed high school, entered post-secondary education and
gained quality jobs and careers; and
WHEREAS, the jobs for America's graduates-New Mexico
program focuses on:
A. tutoring, study skills, training and
instruction leading to successful high school graduation;
B. pre-employment training, work experience,
work-based learning and mentoring;
C. community service and peer-centered activities
that encourage responsibility and other positive social
behaviors during non-school hours;
D. support services and transitional links that
assist students in the elimination of barriers to employment

and post-secondary education;
E. employability competencies in the areas of
basic academic skills, career development, job attainment,
leadership skills, personal skills and job retention skills;
and
F. twelve months of follow-up services designed to
strengthen youths' prospects of successful graduation and
access to jobs and post-secondary education upon graduation;
and
WHEREAS, all twenty-eight jobs for America's graduates
state affiliates, including jobs for America's graduates-New
Mexico program, use an electronic reporting system and
database to document schoolwide performance and hold job
specialists accountable for success in meeting performance
outcomes for the young people they serve; and
WHEREAS, the success rates for the jobs for America's
graduates and jobs for America's graduates-New Mexico
programs include a ninety percent graduation rate and an
eighty percent full-time job placement rate; and
WHEREAS, the jobs for America's graduates-New Mexico
program supports New Mexico's high school redesign in its
emphasis on curriculum relevant to students' lives, its focus
on career awareness and demonstration of knowledge of career
pathways and its insistence on accountability as measured
through student success;

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE
STATE OF NEW MEXICO that the jobs for America's
graduates-New Mexico program be commended for its success;
and
BE IT FURTHER RESOLVED that this public-private
partnership involving the New Mexico business roundtable and
the public education department be expanded; and
BE IT FURTHER RESOLVED that copies of this memorial be
transmitted to the secretary of public education and the New
Mexico business roundtable.
