A MEMORIAL
RECOGNIZING THE IMPORTANCE OF PUBLIC PARTICIPATION AND
STAKEHOLDER NEGOTIATIONS IN THE 2006 WASTE ISOLATION PILOT
PLANT (WIPP) PERMIT MODIFICATION.
WHEREAS, on October 16, 2006, Governor Bill Richardson
and Secretary Ron Curry, New Mexico department of environment,
issued a historic modification to the waste isolation pilot
plant (WIPP); and
WHEREAS, the modified permit incorporates the most
significant changes in WIPP's operations since the original
permit was issued in 1999, allows the disposal of remote-
handled transuranic (TRU) wastes, changes the waste
characterization process, adds new waste confirmation
procedures, increases the facility's waste storage capacity
and adds a new method for demonstrating that underground
disposal rooms at WIPP comply with environmental performance
standards for volatile organic compounds; and
WHEREAS, the permit also requires the United States
department of energy and its operating contractor, Washington
TRU Solutions, to maintain an email notification list of
people and organizations interested in many of WIPP's
operations; and
WHEREAS, the permit modification underscores WIPP's role
as an economic engine in southeastern New Mexico and was
